Our Team

Mr. William Buck, President

Mr. Buck is the founder and President of Vista Energy Consulting, LLC. Mr. Buck has BS degree in Finance with a minor in Geology from the University of Tennessee and has over 40 years’ experience in the Oil & Gas industry. Bill learned the business from the ground up, starting out with 12 years of apprentice work with Conoco Philips Southwest Division learning prospect evaluation, field logistical operations, completion and equipping procedures. After which he went out on his own working on a wide variety of well projects through the drilling, testing, competing and equipping phases. He has also completed numerous training courses in Log Interpretation, Well Blow-Out Prevention, Gas Gathering, Gas Processing, Pipeline Construction, Completion Fluids & Technologies, Reservoir Fracking, Production and Well Equipping procedures. He has been involved in the drilling of over 370 Oil & Gas wells with a completion success ratio over 80%. He has also overseen the planning, funding and construction of over 180 miles of gas transmission and gas gathering lines throughout Texas, Oklahoma, New Mexico, Louisiana and Kansas. Mr. has the experience and expertise to develop projects from the prospect point through to the pipeline, sales and distribution. Mr. Buck’s duties will be to coordinate the completing and equipping of the company’s prospect well(s).

James P. Balkey, Certified Petroleum Geologist

Mr. Balkey has been a geologist for over 38 years starting out with Vortt Exploration Co. out of Ft. Worth, Texas in 1981. He worked the Ft. Worth Basin e.g. Palo Pinto County, Young County, Throckmorton Counties. He extensively worked the East Texas Basin extensively with his main area of activity was Smith County, Rusk County, Anderson County, Henderson County and Wood Counties. He has been self-employed since 1987. He has been credited for field discoveries in the Paluxy Reservoir in the massive Balwahan Field in East Texas. He is currently working with Vista on approximately 3000 acres in Wood County, Texas to develop the Paluxy formation. He has also been credited for field discoveries in the Cotton Valley, Travis Peak, Pettet, Rodessa and Woodbine formation in Henderson and Anderson Counties, Texas. In 2012 drilled 3 Paluxy wells in Smith County with 3-T Exploration Co. and completed all three successfully. Mr. Balkey is a Certified Petroleum Geologist with the AAPG #4218 and is a Licensed Professional Geologist with the state of Texas #5310

Mr. Randell Leath, Production Manager

Mr. Leath has over 42 years’ experience in the Oil & Gas Industry. He has worked in the area all of his professional life, he has extensive experience in designing and building production facilities capable of high volumes of oil, gas and moving large amounts of water. He has constructed facilities for most of the offset operators and major oil & gas companies in the Mound Prairie, Cayuga and surrounding fields. Mr. Leath will be in charge of the production facilities and salt water injection systems and will oversee the day to day lease operations on our East Texas properties.

Mr. Dennis Hopkins, Director of Operations

Mr. Hopkins has a BME Degree Baylor University an MA Degree West Texas A&M University and Doctor of Arts (ABD) from Northern Colorado University. He has been involved in oil and gas since 1952 when family had the first Travis Peak well in Rusk County, Texas. He has personally invested in the oil and gas industry since 1982. In 1997 he bought DBO Oil and Gas and formed PDH Enterprises. PDH is a bonded P5 Operator with the Railroad Commission of Texas. PDH operates wells in Runnels, Matagorda, Wilson, Anderson and Henderson Counties, Texas and is currently, developing leases in multiple counties in East Texas and South Texas. He has worked with the following companies to develop oil and gas ventures: Lucas Energy, Hew-Tex Oil and Gas, EMH Resources, American Energy Oil and Gas, Seidler Oil and Gas, Mokan Capital and Vista Energy Consulting. He served in the Viet Nam War as a Lieutenant, US Army 82nd Airborne and Texas National Guard in Waco. He is a Christian and is currently worshiping at First Baptist Church in Pittsburg, Texas and is an Avid golfer, hunter, collector, and grandfather.
